OPEN SOURCE SOFTWARE: GOVERNMENT ADOPTION IN ASIA
It appears that several countries are pushing the concept of open source software from the top down. Vietnam's goal, for example, is to have all government computers and all computers assembled in Vietnam running only open source software.
Why? According to one Vietamese official, "... to eliminate Microsoft." This is both a cost saving initiative as well as a means to curb illegal copying and distribution of software. Instead of enforcing IP rights through crackdowns and monitoring, Vietnam's goal is to eliminate the need for software piracy by embracing a country-wide policy of free or substantially free programs and operating systems that are based upon open source principles.
